How to become a public adjuster in Minnesota

Minnesota requires a public adjuster license. There is no statutory fee cap; the surety bond is $10,000; the governing law is Minn. Stat. ch. 72B (bond § 72B.041).

The pathway

Getting licensed in Minnesota

The license is the Public Adjuster license (Minn. Stat. ch. 72B) - property and casualty line of authority. It is its own license, so make sure any course or exam you book is the public adjuster one and not the company or independent adjuster version. Minnesota Department of Commerce. Chapter 72B licenses both independent adjusters and public adjusters as separate license types under one framework; the public adjuster license additionally requires a $10,000 bond (72B.041 subd. 3). Company/staff adjusters are not licensed. Lines of authority: property and casualty, workers' compensation, crop.

  1. Schedule and pass the Property & Casualty Adjuster exam with PSI ($25, 1 hour). No pre-licensing course is required.

  2. Get fingerprinted electronically at the PSI test center after passing ($63.75), or mail a manual fingerprint card with the consent form and $32.

  3. Complete the Adjuster license application (public adjuster type) online at Sircon and pay the $50 license fee.

  4. Buy a $10,000 Public Adjuster surety bond on the Commerce-approved form and email the original to licensing.commerce@state.mn.us.

  5. Renew every 2 years by the last day of your birth month for $50 after completing 24 CE hours, including 3 in ethics.

Who can apply
At least 18 years old · Residents and non-residents Residents (and residents of non-licensing states who designate Minnesota as home state) must pass the exam and be fingerprinted. Nonresidents licensed in their home state apply via Sircon with the bond. Residents of CO, DC, IA, IL, KS, MA, MD, MO, NE, ND, NJ, OH, PA, SD, TN, VA, WI must choose a designated home state.
Prelicensing course

State exam
PSI · 60 minutes · $25 per attempt Minnesota has no separate public adjuster exam; the Property & Casualty Adjuster exam is used for the P&C line (workers' compensation and crop adjuster exams are separate, $25 each, 1 hour). Exam exemptions apply to applicants licensed by exam in another state (72B.041 subd. 5).
Application

Email the original $10,000 Public Adjuster surety bond on the Commerce-approved form to licensing.commerce@state.mn.us. You may submit the application as soon as you have passed the exam and been fingerprinted.
Background check
Fingerprint-based criminal history check (BCA and FBI) required for resident applicants (72B.041 subd. 2). Electronic fingerprinting at a PSI test center costs $63.75; manual fingerprint card mailed with consent form costs $32.00 payable to the Department of Commerce. Fingerprint fee $63.75
Surety bond
$10,000 Surety bond with the State of Minnesota as obligee, required for initial and renewal public adjuster licenses; license is automatically suspended if the bond terminates (72B.041 subd. 3).
Renewal
Every 2 years · $50 Individual licenses expire on the last day of the licensee's birth month (initial term 12-24 months), then biennially on the last day of the birth month (72B.041 subd. 6). An expired license may be reissued within 12 months of the renewal date on payment of double the unpaid renewal fee (72B.041).
Continuing education
24 hours · Every 2 years · 3 in ethics 24 hours including 3 hours of ethics, reported biennially with renewal (72B.045). Exempt: licensees not licensed a full year before the biennium ends, and nonresidents meeting their designated home state's CE.

Reciprocity available Nonresident public adjusters licensed in their home state apply via Sircon and file the $10,000 bond; Minnesota reciprocates with a designated home state (72B.05).
