How to become a public adjuster in Utah

Utah requires a public adjuster license. There is no statutory fee cap; the governing law is Utah Code §§ 31A-26-201, 31A-26-310 to 31A-26-312.

Compensation tied to amounts paid to the insured is restricted except as the Commissioner allows by rule.

Getting licensed in Utah

The license is the Public Adjuster (property and casualty classification). It is its own license, so make sure any course or exam you book is the public adjuster one and not the company or independent adjuster version. Issued by the Utah Insurance Department under Utah Code § 31A-26-203; § 31A-26-204 lists public adjuster classifications separately from independent adjuster classifications. Part 4 (§§ 31A-26-401 to -407, amended 2026) governs public adjuster contracts and compensation.

  1. Register with Prometric and pass the Utah Adjuster's Property and Casualty exam (150 questions, 2.5 hours, $32).

  2. Immediately after passing, use the test-center kiosk to apply for the resident public adjuster license through Sircon or NIPR, pay the $75 license fee and the FBI/BCI fingerprint fee, then have your fingerprints scanned.

  3. File your public adjuster contract form with the Department before using it; Utah requires a written, department-filed contract (Utah Code § 31A-26-401; Bulletin 2026-4).

  4. Renew every two years in your birth month after completing 24 hours of CE, including 3 hours of ethics and at least 12 classroom hours.

  5. Know that insurers must verify your Utah license before working with you on a claim (Bulletin 2026-3).
